Allow Video Calls to Start with Mic-Only Permission

Right now, if you wish to start a video call, you will need to provide both camera and mic permissions. The customer is starting the call as a video call but with camera paused and thus would only like the call to work with mic permission. And they would like to request the camera permission when the user actually wants to start the video feed.
