A deterministic signal is required to identify when the complete set of transcripts for a call has been finalized, so that downstream AI processing can safely begin. Since transcription_ended does not guarantee that no additional transcription_generated webhooks or new tid values will appear for the same call/session, a count-based approach is needed to determine when transcription processing for the entire call is complete.
