Prevent Automatic User Creation in Dashboard When No Demo Users Exist

When a user previews the AI Agent (for example, by selecting Get Started within the AI Agent section of the Dashboard), a new user is automatically created if no demo users are available. Although deleting this user removes it initially, the user reappears in the Dashboard and user list after refreshing the page.
